The Council of People’s Commissars welcomes the liberation of the toiling masses of the independent Azerbaijan Republic and expresses its firm confidence that, under the leadership of its Soviet Government, the independent Republic of Azerbaijan will, together with the RSFSR, uphold its freedom and independence against imperialism, the sworn enemy of the oppressed nations of the East.

Long live the independent Soviet Republic of Azerbaijan!

Long live the workers and peasants of Azerbaijan!

Long live the alliance of the workers and peasants of Azerbaijan and Russia!
