The telegram was sent to Stockholm, addressed to Lundström, a Swedish Social-Democrat, for communication to the Bolsheviks returning to Russia from Stockholm and Oslo. It reached Petrograd on March 13 (26) and was read out by Y. B. Bosh at a meeting of the CC Bureau in Russia and, on the same day, at a meeting of the Executive Commission of the Petrograd Party Committee.
