In a telegram on October 24, 1919, the Chairman of the Pugachev Uyezd Food Conference reported that the surplus appropriation quota had been fulfilled 50 per cent, and in some volosts 100 per cent. The telegram stated that the planned quota would be fulfilled before December 1, 1919.
