Draft Decision for the CPC on Staff Salaries in Government Offices

This draft was written by Lenin in connection with the discussion at a meeting of the CPC held on December 13 (26), 1917, of a report on the work of the Conciliation Board setup by the CPC on December 11 (24) to examine the question of rates of pay for employees of government offices; the draft was endorsed with a slightly modified wording. On the strength of this decree the CPC circulated an order to all the People’s Commissariats establishing as from November 1 (14), 1917, new increased rates of pay for these employees; the People’s Commissars were directed to introduce immediately the necessary changes in the salary estimates for 1918.

The Council of People’s Commissars decrees that the rates of pay recognised by the Government Office Staffs Commission and accepted by the All-Russia Convention of Junior Employees of Government Institutions shall be recognised as a norm to be guided by.
