Draft Decision for the CPC[1]

Direct the Library Department of the People’s Commissariat for Education to publish monthly and forward to the CPC brief factual information as to the implementation of the CPC’s decisions of 7.VI.1918 and 14.I.1919 and the actual increase in the number of libraries and reading rooms, and the growth of book distribution among the population.
