Telegram to Sergo Ordzhonikidze, May, not earlier than 7 and not later than 12, 1920

This was apparently written in reply to a telegram received from Orjonikidze and Kirov on May 7, 1920, reporting that Georgia was undertaking a number of aggressive measures against Soviet Azerbaijan and that in the peace terms it was absolutely necessary to put forward a demand for the “proclamation of Soviet power in Georgia” (Collected Works, Fifth Ed., Vol. 51, p. 426).

This runs counter to the Central Committee decision. It can have disastrous consequences. On no account is it permitted by the Central Committee. We categorically demand that implementation be stopped and the decision rescinded.
