Simbirsk or present whereabouts

Food workers at Atyashevo station are complaining that on your orders, bag-traders’ potatoes are being dispatched, prices have shot up, procurements have stopped. We consider it absolutely necessary to refrain from giving concrete technical directives and orders on food matters which cancel the decrees and violate the general food policy. In general, do not impair departmental and party inter-relations, devote main attention to the peasants.
