I consider it beyond doubt that Georgia will hand Batum over to the Entente, probably secretly, and that the Entente will march on Baku. Study the matter and take urgent steps to fortify the land and sea approaches to Baku, and to bring up heavy artillery, etc. Communicate your decisions.
