Comrade Zinoviev,

I am sending the theses[1] tomorrow, Monday. Arrange for them to be received without any delay. Kobetsky and Vorovsky must be commissioned to prepare a business-like criticism of the Norwegian Party and the Swedish Left Party in time for the Congress.[2] It is necessary to have accurate and complete material. With regard to translations at the Congress itself, the matter must be organised in advance: all delegates should be seated according to languages, so that there can be simultaneous immediate translations for the Germans, French and English. This will save time. Russian is obviously necessary, for it is clear that people will insist on session in theatres.

    All the preparatory work for convening the Congress was directed by Lenin. He wrote the theses on the national and colonial questions, on the agrarian question, on the fundamental tasks of the Second Congress of the Communist International, on the terms of admission into the Communist International, and the plan of theses on the international and economic situation (see present edition, Vol. 31, pp. 144–64, 184–201, 206–11, 212; Vol. 35, pp. 450–51).
    At the Congress, Lenin delivered a report on the international situation and the fundamental tasks of the Communist International, made a speech on the role of the Communist Party, delivered the report of the Commission on the National and Colonial Questions, and spoke on the terms of admission into the Communist International, on parliamentarism, and on affiliation to the British Labour Party (see present edition, Vol. 31, pp. 215–63). Lenin’s theses were endorsed as decisions of the Congress.
