I have read your garrulous telegram to Sergo.[1] Keep your reports short and more precise, state how much food and clothing you are getting for the workers of Baku. It is absurd to increase the number of workers so long as a smaller number of them have yet to be provided with food and clothing.

  1. A reference to A. P. Serebrovsky’s telegram to G. K. Orjonikidze about the trade talks which he had been conducting in Constantinople with Turkish, French and Italian firms. Without giving any exact information, Serebrovsky reported the conclusion of contracts with a number of firms on allegedly advantageous terms, the dispatch of goods to Batum for Baku, and the possibility of sending Wrangel soldiers desiring to return to Russia for work on the Baku oilfields.
