Draft Point Three of the Resolution “The CO and the New Paper”, Adopted by the Conference of the RSDLP Sections Abroad

The item was raised at the conference of the RSDLP sections abroad, at Borne, in connection with the attempt on the part of some RSDLP organisations abroad (the Baugy group, the Paris section) to start publication of local newspapers separately from the Central Organ. In the conditions of wartime and in view of the great scarcity of funds and literary forces, the need for closer contacts between Bolsheviks and joint discussion of important questions, Lenin considered it inappropriate to publish small local papers, and motioned an amendment to point 3 of the draft resolution on the question, which was put up for debate at the conference. Lenin’s motion was carried and the conference adopted point 3 in his wording (see K.P.S.S. v rezolutsiyakh..., Part I, p. 331). p. 346

3. Expressing full sympathy with the idea of further increasing the frequency of the CO’s publication, and establishing a popular daily under the CO Editorial Board, the conference considers it possible to start the new publication after the main task—the correct organisation of the CO—has been secured.

The conference urges all comrades abroad to start working vigorously at once in that direction, calling especially for more systematic support of the CO with literary material in connection with the organisation of contributors’ conferences, etc.
