This document was embodied in Article 20, Section 2 of the Constitution of the RSFSR adopted on July 10, 1918, at the Fifth All-Russia Congress of Soviets.
The RSFSR acknowledges that foreigners engaged in productive work on the territory of the Republic shall enjoy full equality of civil and political rights with Russian citizens.
