  1. This refers to the negotiations with Royal Dutch for granting it the right to export oil products from Baku and Grozny districts. On the question of oil concessions the CPC adopted a deci-sion on February 1, 1921, the first two points of which were formulated on the basis of Lenin’s proposals: ’a) Approve in principle the granting of oil concessions in Grozay and Baku and other operative oilfields and start and speed up negotiations. b) The Supreme Economic Counpil to be directed to send a highly competent commission of first-class oil-industry experts to Baku and Grozny to investigate the question of ensuring oil extraction and ascertaining the causes of a possible disaster under present methods of exploitation. The SEC is to present a list of commission members to the CPC for endorsement" (Central Party Archives, Institute of Marxism-Leninism of. the CC of the CPSU).
