This document was written in connection with the drafting of a decree of the Council of People’s Commissars “On Penalties for False Denunciations”. The decree was signed by Lenin on November 24, and published in Izvestta on December 1, 1921. Lenin’s addenda were included in the text of this decree (see Collection of Statutes and Decrees of the Workers’ and Peasants’ Government”, 1921, No, 77, p. 787).

- β) for deliberately false evidence or a reply in writing (or evasion of a question under certain conditions) after the pattern of Meineid in Germany, but without the Eid.
