At its meeting on November 11, 1919, the CPC discussed a draft decree for the establishment of a single forestry body. The Council rejected the draft and set up a commission consisting of representatives of Glavieskom (Chief Timber Committee), the People’s Commissariat for Agriculture and the People’s Commissariat for Internal Affairs, with instructions to put into effect Lenin’s proposals as here set forth.
