Lenin wrote this proposal on a draft CPC decision âOn Collective Supply of Workers and Employees of Some State Enterprisesâ. Lenin made a number of markings in the text of the draft (see Lenin Miscellany XX, pp. 305â06). Leninâs addition was included in âThe Basic Instruction on the Application of the Decree on Collective Supply of Workers and Employees of Some State Enterprisesâ, which, together with the CLD decision on this question, was signed by Lenin on June 18, 1921.
