Comrade Molotov:

Do you know whether at any time there has arisen the question of setting apart from among the membership of the RCP

those of them who do not take part in administration, hold no command, administrative, government in general, trade union, co-operative posts, no posts at all,

i.e., that section of the RCP membership which is engaged exclusively in ideological work, agitation and propaganda, outside of any administrative posts.

Could this be done? Should not this be done?

The fact is that the Party suffers terribly from the abominable sh.. of our administrative apparatus. Perhaps, we should keep them apart in any voting or count the votes separately?[1]
