Comrade Maximovsky:
You may have heard about yesterday’s CC decision.[1] In this connection it is perhaps also necessary to review some of the other sections of the estimates of the People’s Commissariat for Education in order to co-ordinate the whole thing, fill in the gaps, etc.
Since you are at the head of the administrative and financial work of the People’s Commissariat, I ask you to start at once a review of the estimates of the P.C.E., trying to reduce the unnecessary elements in general (part of the CCI.L. C.S.,[2] some of the higher schools, many of the top sections, etc.), to increase appropriations for the schools and the liquidation of illiteracy. Phone me about this or write a couple of words.
