A note written by Lenin in connection with the following fact. The Office of the Executive Secretary of the Council of Peopleâs Commissars received complaints from peasants F. Romanov ( Yaroslavl Gubernia) and I. Kalinin (Moscow Gubernia) that the local authorities had wrongfully confiscated horses. The complaints were sent to a special commission dealing with such cases and were returned to the Council of Peopleâs Commissars with the remark, âToo busy to deal with such triflesâ, which so outraged Lenin.
Avanesov, at the State Control Commission, to arrest the official who replied in this way.
