On October 21, the CLD decided: to authorise the People’s Commissariat for Finance immediately to issue the required funds for the irrigation of the Mugan Steppe.
Comrade Smolyaninov:
We must press forward with the question of cotton in the Caucasus, Azerbaijan (Mugan Steppe) and in Armenia.
Tell Rykov and see to it that the State Bank should issue as big and as easy a loan as possible.
