Letter to The All-Russia Central Executive Committee, March 24, 1920
V. P. Milyutin’s report on the list of enterprises selected for Group I was made before the Council of People’s Commissars on March 23, 1920. On March 24, 1920, the list drawn up by the commission was submitted by the Council of People’s Commissars to the All-Russia CEC for endorsement.
24. III. 1920
The Council of People’s Commissars submits to the All-Russia CEC for endorsement a list of enterprises to come under the direct control of the central bodies of the Supreme Economic Council and included in “Group I” in accordance with the instructions of the All-Russia CEC.
This list has been unanimously accepted by the commission set up by the CPC and endorsed by the Council of People’s Commissars.
