Dear Mr. Robins,
I enclose the preliminary plan of our economic relations with America. This preliminary plan was elaborated in the Council of Export Trade in our highest Council of National Economy.[1]
I hope this preliminary can he useful for you in your conversation with the American Foreign Office and American Export Specialists.

- â In a plan for the development of trade and economic relations with the U.S.A. drafted on Leninâs initiative, the Soviet Government expressed its readiness to pay for goods purchased in the U.S.A. with agricultural produce and products of the mining industry, and also to offer concessions to the U.S.A. on the same terms as to other countries.
The plan, under the heading âRusso-American Trade Relationsâ, was first published in June 1918 in No. 1 of Vestnik Narodnogo Komissartata torgovli i promysklennosti (Herald of the Peopleâs Commissariat for Trade and Industry). In the U.S.A., the plan was published together with Leninâs letter to Raymond Robins in the book Russian-American Relations. March 1917â March 1920, New York, 1920.
