Comrade Krasikov, Deputy People’s Commissar for Justice

On September 3, I sent to Comrade Kursky, his deputy and all members of the Collegium my letter No. 809,[1] in which I set them the binding assignment to stage the trial in Moscow of four or six cases of Moscow red tape, this autumn and in the winter of 1921–22, selecting the most “striking” cases and turning, each trial into a political affair.

I enclose here a report from the chairman of a Centrosoyuz special commission for aid to the starving, Comrade Khinchuk, in which he says that the Centrosoyuz assignment to deal with the procurement of seeds was frustrated only because of red tape in the central establishments. This is a sufficiently “striking” case. I propose that you appoint an inquiry. Inform me weekly in writing through Comrade Gorbunov about the results of the inquiry.
