This note was written because D. Z. Manuilsky objected to a decision of the Politbureau of the CC, RCP(b) that he be sent to Italy. On October 14, 1920, the Politbureau reaffirmed its previous decision and pointed out to Manuilsky that it was due to his ill-health.

I propose that Manuilsky should be compelled to see the best doctors (send them to him) for diagnosis and serious treatment.
