I am sending you the coded message.[1] Read it carefully, make a note of the figures and return to me.

You will have to draw up a precise plan of use, i.e., allocation of imported products from May 15 to June 15. St. Petersburg and Moscow at the top of the list. This plan should be reviewed after every cable of any sizable purchases.

Send me the first such plan.

French beans (have you decided?), as follows.

Wheat, as follows.

Think about what could go into the press by way of reassurance.
