Lenin’s note to Maria Kostelovskaya was probably written at the CPC meeting of February 27, 1919, which discussed the draft decree on workers’ food detachments. The note was a reply to Kostelovskaya’s proposal to postpone the discussion of this question.
I agree, but if the Military Food Bureau proves guilty of delaying, even by one hour, the work of mobilising workers both for responsible posts and for the food army, then all the members of the Military Food Bureau should be kicked out.
