- â In a letter of June 21, 1921, M. V. Rykunov, a member of the Collegium of the Peopleâs Commissariat for Foreign Trade, proposed that more Communists should be enlisted for improving the work of the Peopleâs Commissariat, with two or three practitioners added to the Collegium, that former private exporters should help to organise the marketing of goods abroad, that permission should be given to pay commission fees to workers in trade, etc.
On the letter are Leninâs underscorings, the word âcorrect!â under some of Rykunovâs proposals and the note: âFrom Rykunov. 22/VI. To Comrade Molotovâ (Central Party Archives). The letter was retyped and sent to all members of the Orgbureau and the Politbureau of the RCP(b) Central Committee.
