Comrade Trotsky:

I have not yet seen your letter with the amendment to my draft resolution, I have only heard about its content from the secretary. I quite agree with the main idea. I think, however, that the concept of specialists must include not only engineers and agronomists, but also merchants. If you can, get someone to send me a copy of your conclusion which is being sent to the CC, because I shall be in Moscow today.[1]

  1. A reference to the draft “Instructions on Questions of Economic Activity” submitted for examination by the Ninth All-Russia Congress of Soviets. On December 26, 1921, the Politbureau of the RCP(b) CC approved the draft in substance. On December 28 the Instructions were adopted by the congress (see present edition, Vol. 33, pp. 178–81).
