Comrade Stalin:

I draw your attention to this report from Krasin (enclosed) which I think is plausible and highly important.[1] As soon as Orjonikidze returns, there must be a conference with Chicherin on this question to work out a number of proposals for passage through the Politbureau.

  1. In a telegram from London, L. B. Krasin said that, according to the information received from reliable sources, the Angora Treaty (a Franco-Turkish Agreement signed in October 1921) contained secret clauses providing for Turkey’s seizure of the whole of the Transcaucasus. Krasin wrote that this plan “is supported by the bloc of former bourgeois Transcaucasian governments, which arc backed by Briand, who is advising French financiers to abstain from any deals with the Bolsheviks in the Caucasus in view of the imminent changes there” (Central Party Archives of the Institute of Marxism-Leninism of the CPSU Central Committee).
