Written in reply to J. V. Stalinâs letter to the Orgbureau of the RCP(b) Central Committee (copy to Lenin) of October 22, 1921, suggesting a redistribution of Communists in government office in the Peopleâs Commissariats, so as to concentrate the best part of them at the Workersâ and Peasantsâ Inspection, which, ho estimated, would require 1,000â1,200 fresh workers or 250 at the very least.
Comrade Stalin:
The estimate seems to he exaggerated. But, I must admit, I a in not acquainted with the scope of the Orgbureauâs âdistributiveâ work. I think the motivation is correct. The first thing to do is to reduce the âindentâ in respect of the non-economic Peopleâs Commissariats.
