I think Krzhizhanovsky’s text will fully meet with your requirements. I very strongly advise you to place before the SEC Presidium today (the SEC Presidium does meet today, doesn’t it?) the draft (with my amendments, i.e., without the § on Gosplan), taking as a basis, say, Krzhizhanovsky’s text, and send it to me together with the draft.
