On April 27, 1921, the CLD discussed a draft decision on measures to combat the drought, tabled by Deputy People’s Commissar for Agriculture I. A. Teodorovich. The three general points of the draft decision were adopted, it being decided that the other points, relating to concrete practical measures, should be immediately discussed with the departments concerned, and approved at the next CLD sitting. On April 29, the CLD adopted the whole decision. Us first point emphasised: “To recognise the struggle against the drought as being of primary importance for the country’s agricultural life and measures taken in that direction as highly urgent” (Izvestia VTsIK No. 95, May 5, 1921).
