Comrade Radchenko:
Comrade Martens has sent me the contract with the American company (Hammer and Mishell) signed by you.
I believe this contract to be of enormous importance, as marking the beginning of trade.
It is absolutely necessary that you should give special attention to the actual fulfilment of our obligations.
I am sure that not a damn thing will be done unless there is exacting pressure and supervision. Take measures of triple precaution and check up on the performance.
Let me know whom you appoint as responsible executive; which goods you are preparing; whether you are making a special emphasis on art and Gokhran[1] items, etc.
Send me reports two or three times a month: what has come into port.
