Letter to Georgy Chicherin, June 24, 1920

Written on a letter from Chicherin dated June 23, 1920, complaining of the non-fulfilment of decisions of the Politbureau of the CC, RCP(b) on matters concerning the People’s Commissariat for Foreign Affairs. Despite repeated decisions of the Party’s Central Committee, Chicherin wrote, nothing had been done, either in regard to rations, or to the transfer of a new building to the People’s Commissariat for Foreign Affairs, or to the provision of motorcars for foreign delegations and other needs of the Commissariat.
Here Comrade Karakhan is to blame.
He does not know how things should be done in the Soviet Republic:
1) take an excerpt from the minutes of the Politbureau,
2) on the basis of this, take a decision of the Narrow Council (over my signature) or of the appropriate People’s Commissar,
3) for non-fulfilment, complain to me formally after 24 hours,
4) repeat this many times over.
Who does not know this, is naïve.
