Not enough foresight was shown in the receipt, without any delay, of-transformers and transformer oil from Sweden.
It is intolerable for foreign equipment to âbe lying aboutâ at the Moscow customs house, as Vishnyak says it has been.
You are to blame for having failed to take all measures actually ensuring the rapid receipt of the equipment (receipt at Revel of the precise specific,alien and addresses should have been seen to).
Your reference to the fact that the specification says âfor the Kashira stationâ turned cut to be invalid, and you failed to make special contact with the Peopleâs Commissariat for Foreign Trade.
Measures must, be taken for the future to have the precise addresses at every point and direction indicated, and the men personally responsible designated.
Inform Comrade Smolyaninov about the measures taken.[1]

- â G. D. Tsyurupa reported to Lenin that the delay in the delivery of the materials was due to the fact that the Peopleâs Commissariat for Foreign Trade failed to inform the Kashira construction site about the arrival of the cargoes to Moscow.
On November 14, SEC Chairman P. A. Bogdanov sent on this letter from Lenin and G. D. Tsyurupaâs reply to the Peopleâs Commissariat for Workersâ and Peasantsâ Inspection to conduct an inquiry into who was actually to blame for the red tape.
