Comrade Kursky:
Krasin very much fears that Goikhbarg has made a hash of the records of Groman’s commission (amount of our losses from the intervention).
Comrade Goikhbarg appears to be ill.
That is why a thorough check-up must be made:
(1) whether the records have been well preserved?
(2) what is their result?
(3) who is responsible for their integrity and safekeeping?
(4) is any additional work required?
(5) to whom should this be assigned?
Please, check up personally and reply to me without delay.[1]

- ↑ On November 21, 1921, D. I. Kursky informed Lenin that the materials of the commission to estimate the losses had been preserved, that they were at the People’s Commissariat for Foreign Affairs and were being completed by a commission set up by a CPC decision of November 1, 1921. Kursky proposed a CPC decision to appoint S. S. Pilyavsky to be responsible for safe- keeping the material and to fix December 1, 1921, as a deadline for completing the work of the commission.
On Kursky’s letter there is the following note by Lenin: “To Gorbunov. Introduce tomorrow, 22/XI, in the CPC 21/XI. Lenin.”
On November 22, the CPC heard Kursky’s report and accepted his proposal. See also this volume, Document 512.
