This letter to D. I. Kursky and the documents given below (see this volume, Document 657), as well as Lenin’s markings on the draft decision of the All-Russia CEC on the People’s Commissariat for Workers’ and Peasants’ Inspection and his letter to J. V. Stalin on this question (see this volume, Document 659), were written in view of the need to legislate more precisely on the lights of the People’s Commissariat for Workers’ and Peasants’ Inspection to control the activity of private enterprises. This is due to a revival of private enterprises under the New Economic Policy, a growth in the number of transactions between state organisations and private lessees and various types of abuses on that account,

Comrade Kursky:

Please let me have, at the earliest possible date, an official report about the powers the Workers’ and Peasants’ Inspection has, under the legislation in force, concerning the inspection of private (non-state) enterprises.

I recall It being repeatedly said that the W.P.I.’s powers should not be restricted in any way as to any enterprises whatsoever which do not fall into the category of state enterprises.
