I am sending this request of Shvedchikovâs on to you.
Unless we pull it out now, the paper industry will collapse for a whole year. We must do our utmost.
Let me know what you are doing. Perhaps I should appoint an emergency commission?[1]
5/XI. Lenin
- â Written on a note from the CPC agent for the paper industry and printing production, K. M. Shvedchikov, who requested the âsetting aside of a reserve monetary fund for the publishing business (Gosizdat, Glavbum, Poligrafotdel and Tsentropechat) in the amount of up to 319,000 million rublesâ; and âthat an advance payment of 60,000 million rubles be made before the 15th of November proportional to the applications of separate establishmentsâ.
This question was examined by an emergency commission under the Budget Estimates Administration of the Peopleâs Commissariat for Finance on November 9. It said the request was not sufficiently well grounded, and instructed representatives of the SEC and the Peopleâs Commissariat for Finance to verify it and give their conclusion.
On November 9, Shvedchikov sent another letter to Lenin (see Collected Works, Fifth (Russian) Edition, Vol. 54, Document 33).
