Dear Comrade,
We have good reason to fear that our delegate (to the conference) was arrested soon after the conference, before he had time to hand over his office.[1] We therefore ask you to let us know: 1) who besides our delegate was elected to the preparatory (or organising, etc.) committee? and 2) how can we contact these people (address, key, password, etc.)?
You might write your communication in invisible ink in code, if necessary, giving the key to the bearer of this letter personally. In general it is most convenient to maintain contact through the bearer, who can send a wire in emergencies and, if something particularly urgent and pressing happens, take a decision himself.
