Comrade Rykov:
I think Babkin should be reproved and left to do his job (since he agrees to have Potyaev at the SEC, the whole thing is nothing but a squabble and a lot of gossip).
Obtain a paper on Babkin’s illness from a good doctor: put off his holiday until the winter, if possible; if it cannot be put off, let him go at once, but put an obligation on him to receive serious treatment.
I am writing separately to Potyaev and Avanesov[1] about his business proposals for introduction in the CLD on 27/VII.
