Comrade Rykov:
I propose that the resignation should be rejected, and the âtermination of the duties performedâ interdicted. Larin is no good as chairman. This should be backed up through the CC today.[1]

Lenin
- â Written on Y. Larinâs note to V. I. Lenin and A. I. Rykov of January 26, 1921, informing them that in view of V. V. Fominâs appointment as Chairman of the Supreme Council for Transportation (CPC decision of January 25), the writer was resigning as deputy chairman of the Council.
On February 5, 1921, the Politbureau of the RCP(b) Central Committee discussed the question of the Supreme Council for Transportation and decided to accept Larinâs resignation, authorising Rykov to implement the decision in the most appropriate form, and putting the Councilâs administration entirely in the hands of Fomin.
