Draft Decision for the Politbureau of the CC, RCP(b) (October 26, 1920)

The draft decision with amendments was adopted at a meeting of the Politbureau of the CC on October 26, 1920, devoted to the question of “Inner-Party Moods”.

1. A very comprehensive and solemn printed statement concerning the Control Commission[1] to he issued within two days. Fulfilment by Bukharin and Dzerzhinsky.

2. Ask Dzerzhinsky and Preobrazhensky to work in the Control Commission not less than three hours a day in order to make it a really effective organ of Party and proletarian conscience.

3. “Discussion Leaflet” to be started immediately and given particular attention. Bukharin and Preobrazhensky to take special charge.

4. The Control Commission be recommended, as a special task, to adopt a careful and individualised attitude, often even in the form of a downright cure, towards representatives of the so-called opposition who have suffered a psychological crisis due to failures in their administrative or Party careers. We should try to calm them, explain things to them in a comradely manner, find them (without using the command method) suitable jobs congenial to their psychological nature, give them advice on this score, the directives of the CC’s Orgbureau, etc.
