Comrade Molotov,
Could you try to settle two questions in the Politbureau by telephone:
1) That Sokolnikov be appointed member of the Board of the People’s Commissariat for Finance and member of the Finance Commission on condition that he remains Chairman of the Turkestan Bureau and is obliged to travel to Turkestan when necessary until things there have been fully put in order. (If this does not get a majority, I shall have to put the matter for consideration to the whole Politbureau).
2) Today we rejected my motion offhand[1] and I agreed to withdraw it. But I now see that I was too hasty and I renew it:
That 1) Pyatakov; 2) Rukhimovich; 3) Bogdanov (or his deputy Smilga) be directed to submit to the Politbureau within two weeks a plan (or regulations or theses) of relations between the gubernia economic conferences and the large enterprises located in the given gubernia and subordinated directly to the centre in Moscow.[2]
[We ourselves cannot draft it. It is a universal question. All the commissariats will have to be questioned. It must be worked up quickly. Start with the Donets Gubernia Economic Conference.]
