Not less than two-thirds of the membership of every co-operative should belong to the proletariat or semi-proletariat (i.e., to persons living solely or to the extent of not less than 50 per cent by the sale of their labour power)

Agencies of the workers’ co-operatives send commissars to the co-operatives having over ten per cent of their members belonging to the propertied classes. The commissars have the right of supervision and control, as well as the right of veto, decisions thus vetoed being submitted for final settlement to the agencies of the S.E.C

What form of expression may practical co-operation of the commercial and industrial employees’ unions take?..
