Draft Decision for the Plenum of the CC, RCP(b) on Organising the Work of the Secretariat

The CC directs the Secretariat to strictly fix and adhere to the schedule of official reception hours and to publish it; the secretaries are to make it a rule not to personally undertake any work other than major tasks of a principled nature, and to turn such work over to their assistants and technical secretaries.
Comrade Stalin is directed to immediately find himself deputies and assistants relieving him of work (other than general management and guidance of a principled nature) in government offices.
The CC directs the Orgbureau and the Politbureau to submit within a fortnight a list of candidates for members of the Board and deputy commissars of the Workersâ and Peasantsâ Inspection.[1]
- â The CC plenum on April 3, 1922, adopted this draft with the following addendum: â... in order that Comrade Stalin may he completely released from work in the Workersâ and Peasantsâ Inspection.â Following the plenumâs decision to appoint Stalin General Secretary of the CC of the RCP, he was relieved of his duties as Peopleâs Commissar of the Workersâ and Peasantsâ Inspection under a decision of the Council of Peopleâs Commissars dated April 25, 1922.
