At the top of Lenin’s manuscript of the draft telegram a note in Lydia Fotieva’s hand says: “To Bogdanov, Bryukhanov and Avanesov for urgent comment.”

One of the most important tasks of economic construction, and undoubtedly the most pressing one just now, is to reduce the number of establishments and enterprises on state supply. Only a minimum of the largest, the best equipped and organised enterprises, factories, plants and mines should be left on state supply, with strict verification of available resources. You are hereby ordered immediately to carry out another check-up and to make another reduction in the number of enterprises on state supply; draw up right away a list of enterprises being left on state supply, and send it on to the CLD by October 1 of this year.

Execution shall be the personal responsibility of all members of economic councils, especially the Gubernia Statistical Bureaus. I shall prosecute those who fail to make sufficiently thorough reduction in the number of enterprises.
