In its letter, the Moscow Production Administration asked Mostextil (the Moscow Committee of the Textile Industry) to slop issuing indents for the removal of raw materials, components and goods from the textile mills, and also to suspend the indents issued earlier, pending clarification of the circumstances of the lease of these mills to an initiative group of lessees. This measure was caused by the fact that the lease of these mills had been effected virtually without control and had resulted in the stealing of state property with impunity. See this volume, Document 514.

This is highly suspicious!

Comrade Unschlicht must appoint a perfectly reliable man, whom he knows personally, to carry out a check-up. This is ingenious robbery. Perhaps this is being done everywhere?
