Proposal to the Politbureau of the RCP(b) CC and Note to Vasily Mikhailov, October 18, 1921

Written on G. V. Chicherinâs letter to the Politbureau of the RCP(b) Central Committee in connection with the request from the Soviet, Ambassador to Turkey, S. P. Natsarenus, for instructions concerning the line of behaviour over the French proposals to President Kemal of the Turkish Republic to conclude an agreement containing articles aimed against the Soviet country. Natsarenus communicated his talks with Kemal, who had reportedly rejected all articles aimed against Soviet Russia. Natsarenus wrote that he had intimated to Kemal that Turkeyâs conclusion of an agreement containing such articles would force the Soviet Government, to take steps to have Britain withhold recognition of the agreement and, in addition, to reinforce the troops on the Soviet-Turkish border. Chicherin proposed that the Politbureau should adopt a decision confirming the correctness of thy action taken by Natsarenus and recognising it as adequate.
