Please reply on this memo:
1. Do you agree with Chicherin about the immediate payment to the Turks of what has been promised?[1]
2. I have read Chicherin’s proposal concerning the presidium of the Genoa delegation. I resolutely question this and insist on my earlier proposal.[2]
Please, make a note hero of your opinion on both points and pass it on to me through my secretary.

Today I read in the papers Italy’s announcement concerning the postponement of the Genoa Conference.
I maintain with especial vigour the proposal I sent yesterday: authorise Chicherin to send as soon as possible a highly acid Note, proposing that the exact date should be set for March 15.[3] Show the draft Note to the Politbureau members before its dispatch.
I am awaiting your reply through my secretary.

Chicherin, Deputy Chairman of the Soviet delegation at the Genoa Conference, with all the powers of the Chairman of the delegation, adding that in the event of Chicherin’s illness or departure powers would be delegated in turn to one of the following two trios: a) Litvinov, Krasin, Rakovsky; b) Litvinov, Joffe, Vorovsky (see present edition, Vol. 42, p. 402).
