Dear Comrades:

I thank you very much for the book you have sent me[1] and for your friendly letter. I have read the book with interest. It will undoubtedly be important for the history of how the Soviet power was organised.

I am sending you a copy of the just published law on the district economic councils and the “Mandate”. I hope that you will get a statistician in advance, give him the material, verify his work, add to it yourself (together with essays by some other local Rogozhsko-Simonovsky comrades, if any are willing to write them) and publish next autumn a report on the content and the results of local economic work by your district Soviet of Deputies. I hope that you will display initiative in this and that your district will be among the first in developing local economic construction.

I thank you once again, and send you communist greetings.

On the document there is the following inscription in Lenin’s hand: “Former Dynamo Works, Leninskaya Sloboda (Simonovo), Moscow.”
